The best SMS gateway in Sri Lanka is the one with the lowest total monthly bill for your kind of traffic, a registered sender ID and reliable delivery reports. On published prices checked on 6 November 2026, Bloomwire was the lowest for transactional SMS at LKR 0.50, while flat-rate providers such as smsgo.lk (LKR 0.54) can be cheaper for purely promotional campaigns.

Updated 6 November 2026

Key takeaways
  • Published local rates ranged from LKR 0.50 to LKR 0.84 per SMS on 6 November 2026, mostly with taxes included.
  • Compare transactional and promotional rates separately. Some providers charge one flat rate, others split them.
  • Setup fees, monthly plans and top-up tiers change the real cost more than the headline rate.
  • Sinhala and Tamil messages use 70-character parts, so language choice can double or triple your bill.
  • A registered sender ID is no longer optional on most networks.

Rates are per SMS part. A long or Sinhala message can use two or three parts, and gateways in Sri Lanka generally bill each part as one SMS. Our Sinhala and Tamil SMS guide shows how much that adds.

What you will actually pay each month

Headline rates hide tiers, plans and setup fees. Here is the published cost of sending 10,000 single-part English SMS in a month, then 100,000. We used each provider's cheapest published option for that volume.

Two patterns stand out. For OTPs, alerts and reminders, Bloomwire's separate transactional rate is the lowest published price. For promotional-only senders, a flat rate of LKR 0.54 can beat a promotional rate of LKR 0.70. If you send both, add up your real mix. See our full bulk SMS cost guide for more examples.

What to compare besides price

A cheap SMS that arrives late, or not at all, costs more than an expensive one that arrives in two seconds. These are the points that separate gateways in practice.

Transactional and promotional routes

OTPs, payment alerts and delivery updates are transactional. Offers and campaigns are promotional. Operators treat them differently, and some networks only carry transactional traffic on certain routes. A provider that separates the two protects your OTPs from campaign queues.

What the price includes

Ask whether the rate includes VAT, SSCL and the 25-cent promotional levy. Most local providers now say "taxes included", but the wording varies. Get the answer in writing.

Sender ID registration

Your brand name as the sender builds trust and reduces "is this a scam?" replies. Check who registers it, how long it takes and whether there is a fee.

API, SMPP and delivery reports

Developers need a REST API with clear errors and delivery receipts. High-volume senders and platforms often prefer SMPP. Read our comparison of SMS gateways, APIs and portals if you are unsure.

Plugins and integrations

If you run WooCommerce, Shopify or an ERP, a ready plugin saves days. text.lk and smsgo.lk publish the widest plugin lists. Bloomwire covers WooCommerce, ERP and CRM integrations through its API and team.

Support and the rest of your channels

Who answers when an OTP fails on a Friday night? A local team that also runs your WhatsApp and voice channels can help you add a second channel for OTPs instead of just telling you to retry.

Example transactional SMS: short, branded and sent on a priority route.
Example promotional SMS: one part, a clear offer and an opt-out.

Sender IDs, levies and the rules that affect your choice

  • Registered sender IDs. Twilio's Sri Lanka guidelines say sender ID registration is required for Dialog, Etisalat and Hutch, and that from 29 July 2026 messages with unregistered sender IDs to these networks are blocked. Registration takes about three weeks on international routes.
  • Mobitel traffic types. The same guidelines say Mobitel only carries OTP, OTT and transactional traffic on registered sender IDs from international routes. Ask your provider how promotional SMS reach Mobitel users.
  • The promotional levy. Since 1 January 2019, a levy of 25 cents applies to each bulk advertisement SMS (Gazette 2104/16).
  • Opt-out. In January 2020 the TRCSL directed operators to offer a free opt-out from unsolicited promotional SMS. Put an opt-out in every promotional message.
  • Data protection. Parts of the Personal Data Protection Act take effect on 1 January 2027. Read our PDPA guide for SMS and WhatsApp marketers.

Our 2026 guide to sender IDs and rules covers registration step by step.

Which provider fits which business?

Choose a split-rate provider like Bloomwire if
  • Most of your SMS are OTPs, alerts or reminders
  • You need SMPP, priority levels or a Verify API
  • You also want WhatsApp, AI chat or a call centre from the same team
  • You want a local team to register sender IDs and handle support
A flat-rate provider may suit you if
  • You send only promotional campaigns
  • You want a ready plugin for a specific shop platform
  • You prefer self-service with no sales contact
  • Your volume is small and occasional

Whichever you choose, run a small test before you move your OTP traffic. If you are comparing channels too, our guide to OTP over SMS or WhatsApp shows when WhatsApp is cheaper.

Frequently asked questions

What is the best SMS gateway in Sri Lanka?

There is no single best gateway for everyone. For OTPs and alerts, look for the lowest transactional rate, a registered sender ID and fast delivery reports; Bloomwire publishes LKR 0.50 per transactional SMS with taxes included. For promotional campaigns only, a flat-rate provider such as smsgo.lk (LKR 0.54) can cost less. Compare the full monthly bill, not the headline rate.

How much does an SMS cost in Sri Lanka in 2026?

Published rates from local gateways ranged from LKR 0.50 to LKR 0.84 per SMS on 6 November 2026, usually with taxes included. Volume packages above 100,000 messages fall to about LKR 0.52. Sinhala and Tamil messages use more parts, so the same text can cost two or three times as much.

Is the promotional SMS levy included in the price?

A 25-cent levy applies to each bulk advertisement SMS under Gazette 2104/16 of 2019. Some providers say their rate includes all taxes and levies (smsgo.lk lists VAT, SSCL, CESS and the telecom levy). Ask every provider to confirm in writing what the rate includes for promotional traffic.

Do I need a registered sender ID?

Yes, for brand names. Operators require sender IDs (masks) to be registered, and Twilio reports that since 29 July 2026 messages with unregistered sender IDs to Dialog, Etisalat and Hutch on international routes are blocked. A good local provider registers the sender ID for you.

Can I send Sinhala and Tamil SMS through any gateway?

Most Sri Lankan gateways support Unicode, so Sinhala and Tamil messages deliver correctly. They hold 70 characters in one SMS instead of 160, and 67 per part when longer, so check your length with a counter before you send.

Which gateway is best for OTP messages?

Choose a provider with a transactional route, a high-priority queue, an API with delivery receipts and a fallback plan. Bloomwire offers REST and SMPP APIs with priority levels 0 to 3 and a Verify API for one-time passcodes.
