How to choose a WhatsApp Business API provider in Sri Lanka

BBloomwire team29 October 20268 min read

Short answer: pick a provider that is an official Meta partner, lets you pay Meta's message fees directly with no markup, and gives you a shared inbox, a templates manager and automation from the first day. For a Sri Lankan business, also check for Sinhala and Tamil support in the chatbot, help during local business hours and a clear monthly price in rupees.

Updated 29 October 2026.

What Meta does and what a provider does

The WhatsApp Business API is part of Meta's WhatsApp Business Platform. Meta runs the platform, verifies businesses, reviews message templates and charges a fee for each template message it delivers. Those fees are set by country and message category and published on Meta's rate cards.

A provider connects you to the platform and gives your team the tools to use it:

  • Onboarding: connecting your business portfolio, WhatsApp Business Account and phone number through Meta's Embedded Signup flow.
  • A shared inbox so several people can answer from one number.
  • Automation: chatbots, AI agents, routing and broadcasts.
  • Integrations with your website, CRM or online store.
  • Support when something goes wrong.

Provider types in Meta's own terms

Meta's partner documentation describes three roles. All can onboard you using Embedded Signup; the main difference is how you pay for messages.

  • Tech Provider. Meta says a Tech Provider "can offer a full range of WhatsApp Business Platform services to other businesses", either alone or with a Solution Partner. To become one, a company must pass Meta's business verification and App Review. Tech Providers have no credit line, so you add your own payment method and Meta bills you directly for API usage. The provider bills you separately for its own services.
  • Tech Partner. A Tech Provider that is, or is eligible to become, a Meta Business Partner. Meta's partner page says developers must start as a Tech Provider before upgrading to Tech Partner.
  • Solution Partner. A Meta Business Partner that provides the full range of platform services. Many people still call these Business Solution Providers (BSPs), but Meta's current documentation uses "Solution Partner". Only Solution Partners can extend a line of credit to the businesses they onboard.

In practice: with a Tech Provider, Meta's charges appear on your own Meta bill. With a Solution Partner that shares its credit line, you do not add your own payment method, so ask how Meta's charges will be passed on to you.

How the fees work

You normally pay two separate things.

  • Meta's message fees. Meta charges per delivered template message, by category (marketing, utility or authentication) and by the recipient's country. It does not charge for messages that are not delivered. Replies sent while a customer service window is open (it opens when a customer messages you and closes 24 hours after their last message) are service messages; for Sri Lanka, the first 1,000 service messages per number each month are free and a small per-message fee applies above that. From 1 October 2026, Sri Lanka is listed separately on Meta's rate cards.
  • The provider's platform fee. Usually a monthly plan priced by numbers, users (seats), contacts or features. Some providers charge separately for AI replies.

The question that matters most is whether the provider adds a markup to Meta's fees. Ask to see Meta's charges itemised separately from the platform fee, so you can compare them with Meta's published rates. Our guide to the October 2026 pricing changes explains the current Sri Lankan rates.

Checklist for comparing providers

  • Official partner status. Ask which Meta role the provider holds (Tech Provider, Tech Partner or Solution Partner) and how they can show it.
  • Onboarding paths. Can they connect a number already used on the WhatsApp Business app (Meta calls this Coexistence), as well as register a new number? Coexistence keeps the app working on the same number, but some app features change, such as broadcast lists becoming read-only.
  • Shared inbox. Web and mobile access, chat assignment, canned replies and user roles.
  • Chatbot and AI. Can it answer in Sinhala, Tamil and English, and hand over to a person when needed?
  • Templates manager. A screen to write, submit and track templates without writing code.
  • API and webhooks. So your developers can connect your CRM, online store or booking system.
  • Support in Sri Lankan time. Meta tells businesses that work through a Solution Partner to contact that partner for support, so your provider's hours matter.
  • Billing in LKR. A rupee plan makes monthly costs easier to budget.
  • Data handling. Where data is hosted, whether it is encrypted, who can see chats, and how the provider supports your duties under Sri Lanka's Personal Data Protection Act No. 9 of 2022.
  • Opt-in tools. Meta requires businesses to obtain opt-in before messaging people, so check how the platform records consent and handles opt-outs.

Questions to ask a provider

  1. Which Meta partner role do you hold?
  2. Will I pay Meta directly, or through you? Do you add anything to Meta's fees?
  3. What is included in the monthly plan, and what costs extra (users, numbers, AI replies)?
  4. Can I keep using the WhatsApp Business app on my current number?
  5. Who owns the WhatsApp Business Account, and can I move it if I leave?
  6. Will you help with business verification and template approvals?
  7. What are your support hours, and how do I reach a person?
  8. Where is my data stored, and who on your team can access it?

How Bloomwire does it

Bloomwire is an official Meta Tech Provider based in Pannipitiya. Our platform, Unecast, includes a shared team inbox on web and mobile, AI agents that handle Sinhala, Tamil and English and hand over to a person, templates and broadcasts to opted-in customers, a live dashboard with an audit trail, WhatsApp calling, and APIs and webhooks for your own systems.

  • Two onboarding paths through Meta Embedded Signup: Coexistence, to keep the WhatsApp Business app on the same number, or a new dedicated Cloud API number. See how onboarding works.
  • Quick setup. Most businesses complete onboarding within 10 to 30 minutes, depending on the path, Meta verification requirements and number verification.
  • Plans in LKR from LKR 8,500 a month. Meta's message fees are paid directly to Meta from the card on your WhatsApp Business Account. We add no markup and do not collect Meta fees. Details are on our pricing page.
  • Local support Monday to Friday, 9 AM to 6 PM Sri Lanka time.
  • Security. Hosted on AWS, encrypted in transit and at rest, with role-based access and audit logging.

Frequently asked questions

Do I need a provider to use the WhatsApp Business API?

No. You can connect to Meta's Cloud API directly, but you then build or buy your own inbox, automation and hosting. Most businesses without a development team use a provider.

Is a Solution Partner better than a Tech Provider?

Not necessarily. Both are Meta roles and both can onboard you. The main difference is billing: only Solution Partners can share a Meta line of credit, while Tech Provider clients add their own payment method and pay Meta directly.

Will a provider charge me more for messages than Meta does?

Some may add a markup. Ask for Meta's charges to be shown separately and compare them with Meta's published rate cards.

Can I keep my existing WhatsApp Business app number?

Usually, yes, through Coexistence, if your provider supports it. You keep using the app on the same number, though a few app features change once it is connected.

What do I need before I start?

A Meta business portfolio, documents that match your registered company for business verification, a phone number, a display name and a payment method for Meta's fees. Our step-by-step guide covers each item.
